Project One is located on the corner of West Washington and Main Street in
downtown Greenville. The mixed use development will include the headquarters of
Certus Bank, Haynsworth Sinkler Boyd Law Firm and Anthropologie, a women’s
apparel and home furnishings retail store. The first phase of construction is a
nine-story building, Second phase will be an 11-story building, with
40,000-50,000 square feet of retail store space on the ground floor of the
entire complex. As with any downtown construction, juggling schedules and spaces
is often challenging. Please be aware that some sidewalks or traffic lanes are
closed from time to time. Please follow all directional signs around the
construction area. Please note that some concrete pours will be made during the
early morning hours. Elevated noise levels are expected. Below is a concrete
pour schedule for the facility which will be updated on a regular basis, this is
subject to change based on productivity, weather, and/or complications.

Green Avenue Phase IIB
Construction of the City of Greenville’s Green Avenue Phase IIB Project, which began
in September 2010, is now complete. Phase IIA was completed in 2004 and included the addition of
curb, gutter, sidewalk and storm drainage improvements to Cleo Street, Jenkins Street,
a portion of Lincoln Street and McLeod Street. After more than ten years of land
acquisition, designing and planning, the residents of the Green Avenue Neighborhood
Association are observing this project becoming a reality. As part of the improvements,
18-inch curb and gutter, two foot curb lawns, five foot sidewalks and storm drainage
improvements are to be placed along Lafayette Street from Anderson Street to Lincoln
Street, Casey Street from Nelson Street to Jenkins Street and Green Avenue at the
intersection of Green Avenue, McLeod Street and Nelson Street. Anderson Street (from
the existing two lanes to the city limit line) is also being narrowed from four
lanes to two lanes with planted medians as well as curb lawns approximately ten
feet in width. One final feature of construction is the implementation of three
detention basins. The detention basins will serve as the focal point of a new walking
trail being constructed, but they will also serve to reduce storm water runoff flowing
downstream from the 25 acre project site.

The project cost approximately $1.2M and was completed ahead of schedule.
Henderson Basin Improvement Project
The Henderson Basin project involves replacing undersized culverts (pipes that are
used to convey water) at six roadways within Henderson Basin. The six locations
to be upgraded are located at Halidon Road, Parkins Mill Road, Cleveland Street
Extension, Wembley Road and two on Henderson Road.
There are three prevailing reasons to upsize the existing culverts. First, the improvements
will prevent water from the creek from overtopping the road during most rain events.
Currently all six roadways overtop during the 25-year storm event which has a 4 percent
chance of occurring any given year. The average depth of water on top of the road
at the culvert during a 25-year storm event is two feet which makes the road unsafe
for traveling. Second, there are homes that are currently in the 100-year floodplain
that are required to pay annually for flood insurance. With these improvements the
floodplain will be decreased in areas and some homes will be removed from the 100-year
floodplain therefore flood insurance would no longer be required. Finally, there
are homes located along the creek that currently flood. Having a home flood is a
horrible event for any homeowner to experience. These improvements will prevent
many homes from being damaged due to flood waters.
Construction of the first two culvert improvements (Halidon Road and Parkins Mill
Road) began in March of 2010. Each crossing will take approximately three months
to construct. The remaining four crossing are currently under design and will commence
construction in early 2011. As each culvert is constructed, it will require that
the corresponding roadway be fully closed within the construction limits, approximately
150 linear feet on each side of the culvert. Traffic will need to be detoured during
this time which may cause residents to have a longer commute than normal. This is
understandably an inconvenience but, the long term benefits far outweigh the short
term inconvenience. Rain events which cause flooding have no schedule, they occur
rapidly and many times without warning. Roadways are shut down due to these rain
events and homes are flooded. With the improvements the six roadways should no longer
flood during the 25-year storm event and all but one should not flood during the 100-year
storm event. These improvements should allow homeowners to safely access improved
roadways during rain events and reduce residential flooding.
