JARC/New Freedom Funding

The Greenville Transit Authority (GTA) doing business as Greenlink receives an annual allocation of Job Access Reverse Commute (JARC) and New Freedom funds from the Federal Transit Administration (FTA). The JARC grant program is intended to fund the development and maintenance of transportation services designed to transport low income individuals to and from jobs and activities related to their employment. The New Freedom grant program is to provide improved public transportation services, and alternatives to public transportation, for people with disabilities, beyond those required by the Americans with Disabilities Act of 1990 (ADA). The goal for the local JARC/New Freedom program is to address gaps in the service identified in the local Coordinated Human Services Transportation Plan, minimize duplication of services to similar populations and maximize available resources to provide transit services at the highest possible level.

GTA is the Designated Recipient for all transit-related grant funding in the region. Therefore, GTA is considered the grantee of JARC/New Freedom annual apportionments, and the successful applicant is considered the Sub-Recipient. Eligible Sub-Recipients include private non-profit organizations (501 c/3), state or local government agencies, and operators of public transportation services, including private operators of public transportation services. JARC and New Freedom funds may be used for planning, capital or operating costs for eligible projects. Funds can be used to support up to eighty percent of capital project costs, and not more than fifty percent for operating assistance. A local match of twenty percent or fifty percent respectively is required.
